The response to Kevin Sullivan's television adaptations of Lucy Maud Montgomery's Anne of Green Gables and Anne of Avonlea (or Anne of Green Gables: The Sequel) made it obvious that audiences simply weren't ready to leave the Idyllic village of Avonlea. In 1989, at the request of the Canadian Broadcasting Corporation and The Disney Channel, Kevin working with a team of writers, set out to develop an ongoing series that would enable viewers to journey back to Avonlea every week and return to the world of many of their favorite Green Gables characters. Thematically and visually, Road to Avonlea strove to recreate Lucy Maud Montgomery's dream of childhood, that "fair, lost" place "with a spell of eternity woven over it".

The framework of this dream came from two of Lucy Maud Montgomery's "Chronicles of Avonlea" books in which Anne Shirley, Diana Barry, Rachel Lynde and many of their favorite neighbors appeared. These literary works, along with additional works "The Story Girl" and "The Golden Road", provided tremendous inspiration to Sullivan and his team of writers. However the books were expanded upon a great deal to provide enough material for what ultimately became ninety-one episodes of Road to Avonlea. Sullivan and the many talented writers on the show conceived Sara Stanley's father, Nanny Louisa, Hetty and Olivia King, Gus Pike and his murderous father, Simon Tremayne, The Pettibone Family and several other "core" characters; as well as developing numerous spectacular guest staring roles, in order to continuously create new and dramatic situations for the citizens of Avonlea.

Sullivan wanted to maintain familiar faces on Road to Avonlea, so he incorporated characters that viewers knew and loved from his "Anne" movies into the show. Characters like Marilla Cuthbert (Colleen Dewhurst), Rachel Lynde (Patricia Hamilton), Muriel Stacey (Marilyn Lightstone) and Gilbert Blythe (Jonathon Crombie) were a welcome and wonderful addition to Sullivan's cast list for the show. Sullivan also cast favorite several other "Green Gables" actors like Mag Ruffman (Alice Lawson) as Olivia King, Jackie Burroughs (Mrs. Amelia Evans) as Hetty King, Rosemary Dunsmore (Miss Katherine Brooke) as Aunt Abigail Ward and Cedric Smith (Reverend Allen) as Alec King.
